I own a 304 and I was wondering is it the same block as a 401 and if I just bore it out and put some heads on it would it be the same as a 401 or is it a completely different block.

Different block... keep the exhaust manifolds and all mounting brackets & hardware they will work fine. Heads, crank and block are different. You may destroke your 401 by using the crank and rods (need custom sized pistions) but that is the only thing that will fit internally from your 304.
